Membership is open to California public employers; associations and unions representing members employed by public employers; and trust funds formed by such associations and unions to provide benefits to their employees; jointly-managed employer/employee Trust Funds ; and other public sector benefit plans duly organized under the laws of California.

Organizations applying for membership shall be accepted or rejected by majority of the Board of Directors of CPEEHCC.
